There was no "Superman office" at this point, by design. Mort Weisinger had just been forced into an early retirement, and after his departure it was decided that giving all the Superman books to one editor made him too powerful. So the various titles featuring Superman were split between several different editors. I've never seen it definitively stated whose idea it was to have Superman faces redrawn in Lois Lane and Jimmy Olsen, but Infantino certainly would have had to okay the plan if it wasn't his idea.
There weren't any redrawn faces in JLA or World's Finest, presumably because Dick Dillin's version was considered on model and he was drawing both titles.
