I love the original Captain Britain costume. When I first saw it in How to Draw Comics the Marvel Way I HAD to know who this guy was, he looked so cool.

Surprisingly, there is a THUNDER AGENTS dirty commie villain (I think
his name is Red Star) who has the exact costume as Red Guardian.
From DC/Quality I thought of post-Crisis Wonder Woman replacement Miss
America (there is also a (Timely/Marvel version). Also Rising Sun from
the Global Guardians. Let us not forget the Star Spangled Kid and
Stripesy, as well as Liberty Belle and Steel.There is also Minute Man
acquired from Fawcett along with the Marvel Family. There was
also Major Victory and the rest of the Force of July, misguided heroes
who debuted in Batman and the Outsiders.
From Marvel I think Sunfire's costume is pretty evocative of his native
land. From the Golden Age, there is the Patriot, The Spirit of
'76, and the aforementioned Miss America.
Nedor Comics had the Fighting Yank, American Crusader, Liberator and the American Eagle.
Captain Canuck from Comely Comics remains near and dear to my heart.

When I made my post on the first page, I meant patriotic AMERICAN costumes, btw. And I forgot to mention Stargirl. Really like that costume a lot.
I've always been a fan of the Vindicator\Guardian costume, Captain Britian's second costume, and the Union Jack costume. Those are patriotic costumes that look great, despite the fact that two of the characters look pretty much like human flags.
And frankly, I'm surprised that the creators of the Jack Staff character haven't been sued, because Jack Staff looks more or less like a cross between Guardian and Union Jack, brandishing Gambit's weapon!
(I'd really like to know what the heck the creators who came up with the other costumes Union Jack III has had were thinking; the Union Jack costume is a classic, and those other costumes were CRAP!!!!)

I agree - to me Jack Staff seems like a cross between Union Jack, the original Captain Britain design (the staff) and Guardian (the asymmetric flag design)
Speaking of patriotic american characters - the "Sargeant States" character is an obvious Captain America analogue:

I always assumed costumes like Red Guardian`s had stitching or something to delineate the star.But the one picture makes that impossible.

Jack Staff was created out of a failed Union Jack proposal that Paul Grist created for Marvel back in the 90s. When Marvel rejected it in favour oft he John Cassaday illustrated one, Grist reworked the treatment somewhat and released it as Jack Staff.
