Yeah, that's supposed to be Maria Hill.  But hey, she makes for a great 'generic female SHIELD agent' if you set up a battle diorama....

Or you could have her following Nick Fury with a clipboard...

Or you could say its short-haired un-powered Jessica Drew from a few years back...

This is probably the coolest Marvel related "playset" I've ever seen. If ever track one of these down I'm going to get it.

Marvel World brings back some good memories. A friend use to have that and we played all the time with it. Great times.
