Somewhat oversimplified, it comes down to gravity. Drapery hangs, and what has to be kept foremost in mind is the point or points from which it hangs -- and that's true whether it's a handkerchief, a tablecoth, a shirt, a skirt or a cape.

I got drapery wrong for a looooooong time. Curiously, it was getting into 3D modeling that really helped me get a handle on it (as it did with several elements of my drawing, in fact). I wasn't satisfied with the way most commercial modeling programs handled cloth, so I decided to do it myself, manually, and that meant really studying the way it worked.

In the end, of course, it comes back to the same old song: practise!
