(And Storm trying to put out Firestorm's head-flame is a hoot.)

Ok, I'll try my best here:

Ghost Rider: I can't make out the signature. I think it's Bob Hall or Don Perlin.

Demon: Greg Theakston?

Flying girl that looks like an unmasked Firestar?: Mary Wilshire?

Manhunter: Walt Simonson

Starfire: George Perez

Storm: Paul Smith

Woman by Starfire (She looks familiar, from some independent 1980's comic, but I can't recall who she is): Jan Duursema?

Swamp Thing by both Stephen Bissette and Tom Yeates

Thor: Keith Pollard

Iron Man: Bob Layton

Skywise: Wendy Pini

Warlord: Mike Grell

Impossible Man: Joe Sinnott

Cerebus: Dave Sim

Rog-2000: John Byrne

E-Man: Joe Staton

Shanna: Brent Anderson

Spider-Man: Ron Frenz

Jughead: Stan Goldberg

Firestorm: Al Milgrom

Hembeck: Fred Hembeck

The mouse walking behind Firestorm looks familiar to me, but I can't place him. He kind of looks like the mouse character in a short story in the "X-Men Chronicles" fanzine from the early 1980's.

The robot-Transformer-looking thing behind Hembeck and Swamp-Thing, I am not sure who that is, either.

Does a single inker usually handle the embellishment on jam pieces?

I think it depends. I've seen jams like this at certain comic book stores, on the wall or the counter. In those cases, I imagine the store gets the artist to do a little sketch with a marker if the artist is there for a signing.

Others might be done to raise money for a sick friend artist or something. If that was the case for this one, it's a little sad that it took at least four years to make the rounds!

From this Forum, I've discovered that sometimes somebody might commission a jam like this. The logistics of that boggle the mind!

I recognize the armored figure above Swamp Thing as an obscure DC character named Haywire. The only reason I know is because I actually bought the comic in the late 80's (around 1989).

I thought it might be a Power Pack kid, too, at first, but I noticed there was stylistic flames drawn around wrists (I copied the pic to my clipboard to zoom in on it in Photoshop), and Mary Wilshire was the artist on the "Firestar" mini-series. I figured she was drawing Firestar without reference and maybe forgot the details of the outfit?

Jan Duursema's worked on a number of series like Arion and Warlord, whose casts are largely unknown to me, but I'd guess that figure is maybe the Atlantean era Power Girl...? Maybe...?
Rog looks like as if he's saying, "Big deal! If he's been the back-up in my book, we'd still be in business..."
Totleben's Demon is saying, "I'll roast your ass and fry your hog, you filthy fetid bonehead dog!"
That is Firestar by Mary Wilshire.
The mouse character is Smilin' Ed by Raoul Vezina.
Wendy Pini's Skywise looks to have a note under it saying it was "inked over FAR too long a time by Karl Kesel 1-6-92"
Haywire was likely done by the book's artist Vince Giarrano.
The two I'm having trouble identifying are the vampire balloon character Cerebus is holding and the uninked hand puppet Firestorm is wearing...
