Oh, yeah. That silent issue of G. I. Joe (#21, I think).

For DC, I'd include The Many Deaths of Batman.

A Cerebus trade or two would be my pick!

The first 50 issues of GI Joe

I loved Spider-Man in the 80s (MIA, the gangland War Hobgoblin, The Rose etc) up until the marriage which I reread a few years ago it comes across as very forced now

Batman/Detective runs from including a Death in the Family up until Tim Drake

Depending on your personal nostalgia Marvel saga New Universe and X-Factor were some of my favorites as a kid during that time

Gruenwald Ron Lim on Cap was awesome but thats early 90's?

West Coast Avengers was pretty good

American Flagg! and at least the Tim Truman issues of Grimjack.

The High Society, Church and State and Jaka's Story arcs of Cerebus are great reading. At least through the late 80s/early 90s, Cerebus was the comic I looked forward to more than any other. The "phone books" collecting these are still available in print I think and are also available for download.

Watchmen by Alan Moore & Dave Gibbons
V for Vendetta by Moore & David Lloyd
Silver Surfer one-shot by Stan Lee, JB, & Tom Palmer
Silver Surfer: Parable by Lee & Moebius
Spider-Man Annuals by Denny O'Neil & Frank Miller
Wolverine mini-series by Claremont & Miller
Micronauts by Bill Mantlo & Michael Golden
Mister X by Dean Motter
Love & Rockets by Jaime & Gilbert Hernandez
Superman 423 & Action Comics 583: "Whatever Happened to the Man of Tomorrow?" by Moore, Curt Swan, George Perez, & Dave Hunt
Superman Annual 11: For the Man Who Has Everything by Moore & Gibbons
Amazing Spider-Man 248: "The Kid Who Collects Spider-Man" by Roger Stern & Ron Frenz
Tales of the Batman: Alan Brennert- A recent HB collecting most of the stories written by Brennert for DC, including "To Kill a Legend" and "The Autobiography of Bruce Wayne," with exceptional art by Dick Giordano, Jim Aparo, Joe Staton, George Freeman, and others.

Some lesser known titles and issues that I often recommend:

Atari Force by Gerry Conway & Jose Garcia Lopez. Lopez is without a doubt one of the finest artists in the field and he gets to cut loose on this title with character designs and tech. Also worth looking into: the Cinder & Ashe mini-series by Conway & Lopez.
Amethyst, Princess of Gemworld by Dan Mishkin, Gary Cohn, & Ernie Colon. If you can get past the My Little Pony-ishness of the concept, Colon's art and the story are rewarding. Colon's art was also brilliant on the series Arak, Son of Thunder by Roy & Dann Thomas, with inks often done by Tony DeZuniga.
Superman Annual 9: "Villain, Villain, Who's Got the Villain?" by Eliot S! Maggin, Alex Toth, & Terry Austin. Alex Toth, one of the World's Finest comics artists on the Worlds Finest team. Come on, watch Batman rescue a kid's balloon. I promise it won't kill you. Also in this issue: "I Flew With Superman" by Maggin & Swan. Curt Swan, Superman's chief artist for many years, falls asleep at his drawing board and...
Green Lantern 171: "Shelflife" by "Noel Naive" and art by Alex Toth.
Hanna Barbera TV Stars 3: A Herculoids story by Mark Evanier, Will Meugniot, & Dave Stevens (!) and a Space Ghost story by Evanier & Toth.
I'm also a big fan of the series What If? Almost anything from the first 30 issues is worth reading. Issue 34 is the humor issue which is sort of fun in its way.
And if you like humor, there's also Fred Hembeck's Fantastic Four Roast and Keith Giffen & Robert Loren Fleming's Ambush Bug mini-series to consider.

Good call, Jeff!

I'd also add the Magik mini-series by Claremont, John & Sal Buscema, Ron Frenz, & Tom Palmer.

And Sandman by Neil Gaiman, Sam Keith, Mike Dringenberg, et al.

The 'Nam was written by Doug Murray, but Hama and Golden collaborated on GI Joe Yearbook #2 and Bucky O'Hare. And do you mean Futurians by Dave Cockrum?

Golden's issues of Micronauts were from 1979, so just too early to include.
The inks on the second part of Whatever Happened to the Man of Tomorrow? were by Kurt Schaffenberger (with some uncredited work by Murphy Anderson, according to GCD), not Dave Hunt. An easy mistake to make as they had similarly smooth styles.
I need to read that TV Stars issue, but it's from 1978 so again too early.

I'd suggest adding some of these to the list:

Marvel

Moon Knight by Doug Moench and Bill Sienkiewicz, especially Hit It in MK #26
Master of Kung Fu by Doug Moench and the much missed Gene Day, especially A Fantasy of the Autumn Moon in MOKF #114
Ka-Zar the Savage by Bruce Jones & Brent Anderson
Starstruck by Elaine Lee & Mike Kaluta
Captain Britain (in Marvel Super-Heroes, the Daredevils & Mighty World of Marvel v2) by Alan Moore & Alan Davis
DP7 by Mark Gruenwald & Paul Ryan
Marshal Law by Pat Mills & Kevin O'Neill
A Sailor's Story by Sam Glanzman
Star Brand #1-7 by Jim Shooter, JRJR et al
Strikeforce: Morituri #1-20 by Peter B Gillis, Brent Anderson, Scott Williams & Whilce Portacio
Daredevil by Ann Nocenti & JRJR, especially Golden Rut in DD #268
Black Panther by Sandy Plunkett & Scott Hampton in Solo Avengers #19

DC

Ronin by Frank Miller
Thriller by Robert Loren Fleming & Trevor Von Eeden
Electric Warrior by Doug Moench & Jim Baikie
Haywire by Michael Fleisher & Vince Giarrano
Suicide Squad by John Ostrander, Luke McDonnell et al
Pre-Crisis Batman & Detective Comics written by Doug Moench, with art from Gene Colan, Don Newton et al
