Technically they're the Lantern for the entire sector not just Earth. Hal's predecessor wasn't from Earth.

In World War II, pouches on Cap's belt probably made sense--at the very least, he might have needed to carry some rations on long missions.  Today?--does he have granola bars in there or something?  I'd think they'd just get in the way now.

I'm of the mind that if you're going to SHOW something, you should USE that something!  I don't think Cap has ever opened one of those pouches ever.  Likewise, why did Jim Lee's Cyclops have pouches?  He had no weapons, lock picks, tracers, etc.

At least when Steranko gave secret agent Nick Fury (with all kinds of gadgets and guns that needed reloading) pouches 30 years earlier, it made all kinds of sense.

Ear plugs, radio equipment, note pad and pencil, first aid kit, shaving kit and 'sundries', mess kit, weapon cleaning kits, smaller parts of NBC gear, maglite, string, camo, poncho, compass... all sorts of things could be stashed in basic military webgear besides ammo. Not all of it would probably be necessary for taking on your standerd super villain, but longer missions might require them to stock up for the trip.

If the Generations story is about doing away with the first row of characters in the Alex Ross piece, I'd support that.
