In World War II, pouches on Cap's belt probably made sense--at the very least, he might have needed to carry some rations on long missions. Today?--does he have granola bars in there or something? I'd think they'd just get in the way now.
I'm of the mind that if you're going to SHOW something, you should USE that something! I don't think Cap has ever opened one of those pouches ever. Likewise, why did Jim Lee's Cyclops have pouches? He had no weapons, lock picks, tracers, etc.
At least when Steranko gave secret agent Nick Fury (with all kinds of gadgets and guns that needed reloading) pouches 30 years earlier, it made all kinds of sense.
