It would be a start if the cover artist was also the interior artist...
I'd say most of the books I read have the same cover and interior artist. The cover and interior artist are usually of comparable quality, so it has literally never bothered me to pick up a book with a flashy cover by one artist and interiors by another artist. Classic X-Men didn't have Byrne and Cockrum covers, G.I. Joe didn't have Mike Zeck drawing interiors, Sal Buscema drew about 100 issues of Hulk and maybe one or two covers...but I never felt like anyone was trying to pull a fast one on me.

Look at Marvel Previews Andrew,very few covers and interior artists are the same.

RE: Gorillas on covers
I recall Julie Schwartz putting a gorilla on cover (perhaps Gorilla Grodd on a Flash cover?) and sales just skyrocketed. I think he tried it again, and it succeeded again. This, along with a Titano cover on a Superman book that also sold well - and the trend was established.
I never heard of a similar theme about crying heroes, but sure, why not?
I believe Mr. Byrne's phrased it perfectly - today, no one seems to be buying new books, so there is no need for a dynamic cover to attract these non-existent readers. They might as well HIRE those gorillas to draw those covers, as long as the name of the book is legible. I'm rather surprised that any logos yet survive...

Gorillas seemed to be a big draw in superhero episodes, too. George Reeves' Superman, Lou Ferrigno's Hulk and Lynda Carter's Wonder Woman all battled gorillas (I'd wager they showed up in other TV shows, too).

I also have to point out that the cover dressing ( Series title, text, blurbs and top header) nowadays looks BLAND compared to the older stuff I grew up on.
Compare this -
to THIS -
I'd buy the top comic in a minute!!!

Your older cover, Charles, is another example of hooking a reader.
Why is the Punisher there? Why is Hitman pointing a gun towards Jameson? How does Spider-Man figure into it all? Just where will it all lead?
Those are the things that will grab me!

Look at Marvel Previews Andrew,very few covers and interior artists are the same.
I read about half a dozen Marvel books a month, and Amazing Spider-Man (Alex Ross) is the only one I can think of that's got a different cover and interior artist. No "generic" covers on any of my recent purchases, either.

Half a dozen out the plethora of titles produced by Marvel is not a representative amount.Try Comxology,you can see the cover and first 3 pages of interior art of each book,Previews does tend to only show the covers not always the interior art,they just name the artist.

I like the second cover quite a bit, actually, all things considered. The logo's certainly dull but I like the evil looking dude. A cool evil-looking dude would have intrigued young me as well.
As for the first cover, the villain looks second tier, I never would have cared if JJJ got shot but, hey, a then rare Punisher appearance might've caught my eye.

On the second cover: the reflected image of the two (? ugh) Spider-men should show them leaping at the villain rather than apparently standing at the bus stop.
Even when the covers aren't generic, they're BORING.
