There was an Avengers annual, I believe, where the Hulk hit his maximum limit (at least, as far as the Vision could determine, I think). The Avengers managed to take him down anyway.
It's hard to know when the Hulk is at his max, because we can't measure anger. But even a creature like the Hulk has an absolute upper limit on how mad (and therefore how strong) he can be.

Seems to me a giant sized Hulk would have to be substantially stronger than Hulk at his 'normal' size. Assuming everything about his musculature has now been augmented/increased to cope with his additional mass....I can only suspect he'd be far stronger even when mildly perturbed than he could ever be enraged.
If nothing else he'd be physically able to grab/grasp much more to exert his strength at giant size than he could at 'normal' size. Thus doing much more damage at a single moment.....

Since I'm reading Armor Wars II right now, what about Fin Fang Foom? As big as he is, seems like he'd be a consideration for strongest, wouldn't he?

That seems odd. The Hulk has gone against the combined might of the
Avengers and Fantastic Four, and fought them to a standstill. In fact, jumping
into water to get rid of a bunch of ants is what ended things. Oh, and he wasn't
even incredibly (*chortle*) angry at the time.

As an aside, how do all the various Hulks - and it's really only She Hulk and Red Hulk that I am aware of, although I know there are others - compare to the original terms of strength?

There's no Avengers annual where the Hulk
hit his limit, the closest I can think of
is the Avengers annual where JB finished
Steve Ditko breakdowns, but those were
multiple Hulk clones.
The other possibility are the Al Milgrom
hulk issues right aferJB left, where
Milgrom had both The separated Hulk and
Banner dying if they didnt get merged back
together. (This clearly a special
circumstance.)
There's several comics from both old and
new where the Hulk takes on the Avengers,
the F.F., lots of others, and either
outright wins or fights them all to a
stand-still. There's no limit to his
potential rage, and no limit to his
potential strength.
The "only" Hulks left in the Marvel
Universe are the Green Hulk/Amadeus Cho,
the Red Hulk/general Ross, and She-
Hulk/Jen Walters.
The Red Hulk doesn't get stronger at all,
his biggest "win"s were when he had an
extra energy-absorbing (including
mystical/cosmic energizes) power that was
killing him, and was thus removed.
(He's about classic Abomination level in
strength)

Ross is the Red Hulk again? I thought the last HULK writer (before Amadeus Cho became the "Totally Awesome Hulk") had ended that. Sigh.

The previous writer before the Greg Pak/Amadeus Cho
stuff started, Gery Duggan I believe, eliminated every
duplicate Hulk character except for Jen Walters and The
Red Hulk/General Ross. As far as I know, the red Hulk is
still around and a member of the Thunderbolts.

The hell with all those Hulks!
Back to the question, I subscribe to the specialist rule
too, so I would place Hercules #2 (after the Hulk) and
just before Thor.
For what it's worth, I believe the first OHOTMU had it
this way, but the second volume had Thor at the top.

Red Hulk Ross was stronger than the Hulk's base strength but Hulk could mad-up his way to be stronger. Ross only heats up when he gets emotional. (Of course, he gets hot enough to melt metal...)
Abomination is also stronger than Hulk's starting strength but that's as strong as he gets.
Not sure if Red Hulk Maverick has the same muscle power, but he's limited to being Hulk for an hour every few days.
Jen/She-Hulk is not in the Hulk's strength class, but (IIRC) is just a bit stronger than the Thing, same as Doc Samson and Sasquatch.
Juggernaut might be as strong as the Hulk's starting strength but cannot get stronger, so he's not nearly #2.

And yes, it was the "Doc Green" version of the Hulk who depowered A-Bomb, Skaar, the Gamma Corps, Red Hulk Ross and Red She-Hulk (Betty).
Lyra was shunted off to another planet/dimension.
Jen avoided being depowered, though she was brutally hurt during CIVIL WAR II and is now struggling with PTSD...as well as a gray, raging version of her Hulk persona.
