It's something I had noticed before, but didn't give it much thought. I just thought it was for aesthetic reasons.

IV to my eyes seems more "elegant" than IIII. Perhaps others have agreed ove the centuries.

So when was IV as 4 introduced

MCMLXXXV, when Rocky fought Drago and brought about the end of the Soviet Union.

The event was so momentous that, in its honour, the history books were respectively altered to suggest a much earlier introduction of standardised subtractive rules around sometime in the Middle Ages.
