How many #1s for them will this make? I saw an ad for one previous relaunch and it showed a lot of glowering Hulk proportion muscled people, plus Puck bouncing about, and what I presume was Sasquatch as part sabre-tooth lion! So can't be worse than that.

It's not a relaunch, it's a one shot. It's going to tell untold stories from the various team members pasts.

I was just reading up about various things and I found out that Marvel resurrected just about EVERYONE that was dead, in the CHAOS WAR(?) series (which I totally missed)--including Guardian (Mac), Vindicator (Heather), Shaman, and Marrina.  So, I guess that's a good thing, since most of their deaths were by a writer I don't like.  But didn't the guy in charge of Marvel around that time say "Dead means dead"?

Not quite. Quesada said that and Chaos War was a while after he was E-I-C. Current E-I-C Cebulski though has said something similar recently along the lines of NOT using deaths as a gimmicky sales ploy.

Smells like copyright protection!

Since Marvel Studios has taken control of the X-Men universe, I wonder if they
are ensuring they have a lock on all the characters.

I think ALPHA FLIGHT would be a great movie, and an even better faithful-to-
the-source TV series.

I don't see it as a copyright thing because Sasquatch, Puck and Aurora and the name Alpha Flight until recently have been used in the Captain Marvel series. Sasquatch also recently appeared in Inmortal Hulk.
Perhaps Marvel is testing if there is some interest in the team for a possible new series or event.
