The way the tale is constructed, the antagonists automatically have that dread/threat built in from our pre-existing knowledge of the way we 'know' that history will pan out.

And then the film bucks our concrete expectations by delivering an alternate history.

You could, as you say, recast the antagonists with some other totally fictional form, but then I think you must lose the tenor of that ending -- that unique element of what you know must happen being subverted.

A tacked on happy ending that subverts the “suspense” of the whole film.

This is why Tarantino can so rarely get me to watch one of his movies more than once.
