Yes, this is it. Unfortunately he did make the mistake and it shouldn't be ignored, but it is understandable how he ended up making it -- he relied on faulty intelligence. It was a bit of a rigged deck when those at the very highest levels of power had the ability to feed bad intelligence to him to get the backing they wanted.
