There is a kids costume for The Shadow.

holy crap.  I dressed up as the Shadow when I was a kid. Had to make my own costume, dammit.

ignore that Swamp Thing mask. It's from the Matty SDCC figure packaging...

by the 90's, the Ben Cooper style of costume was getting harder and harder to find. But, they were still out there. I can't find a bunch of easy pix, but I have a Flash TV show style costume in my collection, as well as some Batman Animated costumes (I think I have a Riddler one...).
Here's the mask for the Batman Returns Penguin. Very kid friendly. What kid wouldn't want to dress up as a deformed, pervy, Danny Devito?

Brad- how's this for a Batman mask? I think I have a copy of this one somewhere. The cloth costume is fantastic!

They had some rather odd choices:
