Who do I think got the closest? Probably the Rocketeer, but then, they had Dave Stevens there in pre-production, pushing for his version hard against Joe Johnston's revisionism. Johnston reportedly wanted Stevens' helmet replaced with something that, y'know, made more sense, like something an astronaut would wear. Picture that for a minute. Stevens had to commission an artist out of his own pocket to build a replica helmet to prove to the director that the visual would work in real life. Stevens did not fight to retain the original rocket design as he himself felt that could stand some improvement. Later, on the first Captain America movie, Johnston would insist on a costume design that would actually look like it was designed in the 1940's. Because that's how he rolls...
Special mention also goes out to villains of the Dick Tracy movie. Although Beatty did not have the right profile or (you should forgive the term) hard-nosed attitude to portray Tracy, his dedication to creating a faithful "comic book look" for that film was admirable.

Adam West's Batman was about as perfect a realization of the costume of that time as possible.
(Adam West as Bruce Wayne remains, for me, the best ever too.)
