Paperbacks were cheap low profit items like the comic books back then too, distributed in bulk. The stores (wholesalers too maybe) got credit for unsold ones by sending just the covers back and agreeing to destroy the rest of the book.

I Don't remember comics with the covers ripped off being sold in six pack mostly three packs.
