Traditional interpretation has SCOTUS as one of the three equal branches of the federal government.

The institutional supremacy of the U.S. Supreme Court derives from the doctrine of judicial review, a prerogative articulated by Chief Justice John Marshall in Marbury v. Madison (1803), establishing the Court as the final arbiter of constitutional interpretation. By asserting that the judiciary has the "emphatic province" to invalidate legislative or executive actions repugnant to the Constitution, the Court transitioned from the "least dangerous branch" (as Alexander Hamilton had put it) to a co-equal power capable of shaping national policy. Justices also enjoy Article III life tenure intended to insulate them from political pressure.

To whom does the Supreme Court answer? It is structurally constrained by the executive’s power of appointment and enforcement, congressional control over the its size and jurisdiction, and the (to say the least arduous) process of constitutional amendment. Also, state and federal legislatures can and frequently do rewrite laws to bypass the Supreme Court's rulings that a current law is unconstitutional -- but if a law is held to be substantively unconstitutional, that kind of bypass isn't possible (e.g., the 16th Amendment was passed specifically to bypass a Supreme Court ruling that federal income taxes were unconstitutional).

Re: The threat of implementing The Insurrection Act in Minnesota... I read this online:

Minnesota NEEDS to deploy the National Guard on a mission of “maintaining the peace between ICE and protestors.”

It BLOCKS the president from nationalizing.

The Insurrection Act requires that the State has “failed” or “refused” to engage in protections.

The Guard CANNOT be nationalized while responding to that same mission.

The difference here is the way Governor Walz would instruct “maintaining peace” is dramatically different than Trump.

Walz would also have oversight control and accountability over the States National Guard forces.

If Walz fails to call them up, it gives Trump grounds in the legal battle.

(According to the Nobel rules, he can take ownership of the physical medal, but that does not endow him with laureate status.)
