...not sure what the difference is? •• There is no difference. A double page spread should be more than just a large panel. There should be much more STORY to the picture than could be contained in, say, a full page splash or, especially, half a page. The "style" of the Spider-Book then, as dictated by the plot, was to have pages 2 and three be a spread, but the scene shown was not always fully worthy of two entire pages. You may have noticed these days when I do double page spreads they are likely to be multiple panels, "cinematic" shots with actions that "cascade" across the fold. 
The exception was in the JURASSIC PARK miniseries, where I was doing "widescreen" layouts on all the other pages, and used the three double page spreads to create a "3D" effect. ++ Is the art below a waste of a double page splash? •• Yes. Art is a learning process. When I offer my "sage council" it is based on forty years in the business, NOT a claim that I have ALWAYS done it right.
