It's a fake.
I used to be a tattoo artist and based on my experiences, I think that's the real deal based on three things:
1) You can see puffiness and redness in the skin along the very bottom.
2) You can see where the skin had bled/is about to bleed again on the lighter areas: Storm's hair, the white boxes up top, Wolverine's head, and Angel's hair.
3)There are some very minor imperfections in the numbers and letters - most notably, the "50 cents" and the "02461."
Of course, if it is fake, I'm sure one of you will be along any second now with the link proving so! :)

I was thinking that the first tattoo shown above looked more like one of those "transfers," like the fake tattoos kids wear. It seems to clean and neat, and looks too close to the actual line work to be a real tattoo to me.
