Bill Mantlo wanted a clean slate when he took over, so he didn’t ask for any ideas I was planning. 
 Thus just begs to be answered JB... What did you envision for the team???

None of the writers following JB seemed to be able to create villains for Alpha Flight either (any that had staying power or were interesting).

What made the first 28 issues great was Alpha could fight the Great Mystic Beasts as a team or individuals, and the solo / smaller team up  stories paired them against regular criminals, crime lords with super powers, established Marvel villains and previous series villains.

That flavour was lost after Mantlo took over.

That said, there were two Canadian villains that should have been a given for an AF appearance:

Wendigo and Graviton.

I know Graviton is an Avengers villain, but it seemed after Roger Stern had built him up to be the WCA's big bad no one followed up on that, and he went underused really until Busiek and Bagley in Thunderbolts.
