It's a Joe Staton designed costume. And yes, the idea that he's permanently brain damaged but everyone treats it like "Oh, that's just our Guy!" is really really creepy. Mind you, later writers have since toned down the severity of his attitude, so perhaps you could say his brain is recovering, but the original idea for the rehauled personality by Englehart/Staton was that Guy Gardner was broken goods. Broken in a manner that didn't leave him incapable of being a GL, but still severely broken.

It's like the reverse of the Black Canary incest origin, something that was meant as serious but was later written off and ignored.

   There was something about the way Guy was portrayed back in the 1980s in Justice League International that made me crack up inside.  Perhaps it was the "jerk" personality he had to complement the makeup of the team, which was quite a different setting from the relative straight-arrowedness of the classic JLA heroes.  Seeing as that was post- "brain damage" Guy, I probably shouldn't find him so funny, but it seemed for me that he was being played for laughs in JLI.
