I could be misremembering, but I thought the legend was
that the Magneto reveal was something that Neal slipped in,
and that Roy Thomas was surprised when he received the
artwork and just ran with it.

Mystique was supposed to be Nightcrawler's father, with Destiny as his mother. Guess Marvel wouldn't let Claremont go there.

What's going on with Robert Frank, the guy who was almost Pietro and Wanda's adopted father? In that last panel, is he running away from Wundagore at super-speed like Quicksilver runs? Was that ever explained?

Mike, Robert Frank was a Golden Age Marvel hero named the Whizzer. Basically a Flash-type character.
In Giant-Size Avengers #1 (circa Avengers #125), Roy Thomas established that Wanda and Pietro were the children of Bob Frank and another Golden Age character named Miss America (Madeline Frank). In that story, Madeline died in childbirth and Bova presented the twins to Bob, who ran away in grief.
When the decision was made to swap out Wanda and Pietro's parents (one of the things mentioned in the letters pages by "the editor" was how odd it was that "Maddie and Bob" named their children "Wanda and Pietro"), they built their version of the story around what had been told before rather than just ignoring it.

After I left, he got it into his head that Mystique was Nightcrawler's father, and Destiny his mother. That slipped by the wayside, but it's something I would not have let him do under any circumstance. Yet, "a great idea," apparently!
