Some telepaths show an ability to control the minds of others, so it's possible that some form of telepathy is necessary as a basic prerequisite to mind control. The exception to this rule appears to be Karma of the New Mutants, who can't read minds but can control them.

And speaking of the Scarlet Witch… I preferred it when her powers were more

Yeah, I would think the thunder god would be more powerful than Vision or Scarlet Witch though Scarlet Witch was eventually made into something more akin to Molecule Man with her ability to alter all of reality. No more overpowered mutants!
