I don't know where he sits in your esteem, but I've seen some nice Batman(s) done by Greg Capullo. I don't know the breath of his work though, he may be inconsistent for all I know.
I am not much of a Jim Lee fan, so I definitely wouldn't put his name in the hat.

I'd have Alan Davis on Batman, and JLGL on Hawkman.
I have no idea who I'd have do the Human Torch. Maybe Steve Rude?

My absolute favourite representation of the caped crusader was Marshall Rogers' stint on Detective Comics 468-481, inked by Terry Austin and penned by Steve Englehart. That run will always hold a special place in my heart. A talent gone from us far too soon.
I don't think Rogers' version would suit the Golden Age however. Another artistic great, a genius at sequential storytelling but sadly also gone before their time - Darwyn Cooke - would have suited a story set in the 30s/40s.

Not so sure. I enjoyed Cooke’s style—if not entirely his interpretation of the characters—but it was born more out of advertising art of the early Sixties. Very different from the Forties.

Gibbons did a Golden Age Batman story. I forget when, or the title, but remember it being spot on for the Golden Age.
Another artist who is able to capture different eras is Steve Rude. As stated above, Rude might work well.

Bilquis Evely has a Golden Age quality to her style. She claims to have been inspired by Alex Raymond's (Flash Gordon?) work.

Nowlan inked a Ditko Spectre (or was it Deadman) on one of those late '90s-early '00s 80pg. variety comics and it was a really interesting combination.
Is Bill Black still around? His inking seemed quite inspired by Golden Age styles I've seen, thinking of the one 'What If' with the '50s characters forming a pre-Avengers Avengers.

The obvious answer for me would be Joe Staton, though he might
overwhelm the pencils.
