Since I was introduced to the Neal Adams' Green Arrow when I was also
getting in to archery as a kid, I always assumed that those "holes" in the
gloves were a stylized way of doing the straps that hold the archer's arm
guard:

Hawkeye's arm guards are traditionally a thick leather strap that go all the
way around his forearm; tho sometimes drawn with extra leather straps
and buckles on them too.
As to wearing something on your hands and arms: wearing a glove on the
hand that draws the string of the bow makes it much more comfortable,
and an arm guard on the arm that holds the bow (or at least long sleeves,
tho not preferred) is a must. Many a time I got "string burns" on my arms
from not holding the bow quite right. Ouchie.
